Halima Ismail Ibrahim , Chair

Halima Ismail Ibrahim was born and raised in Mogadishu where she completed a Bachelor’s degree in agricultural sciences. She later went on to do her Master’s in agricultural economics and rural development at the University of Turin. Prior to the conflict in Somalia, she was an agricultural sciences lecturer at Somalia’s National University. Following the collapse of Somalia’s federal government, she became involved with civil society organizations and later joined UNOSOM (United Nations Operations in Somalia) where she worked as a political affairs officer until the mission’s 1996 closure.

Following more than a decade abroad, she returned to Somalia in 2007 to contribute to reconciliation and state-building efforts.

She became the chair of Somalia’s Civil Society Coalition which advocated for the establishment of a Permanent Government in Somalia which replaced the Transitional National Government (TNG). In addition, she was the Chair of Somalia’s Women’s Leadership Initiative (SWLI) which sought to unify Somalian women into a ‘critical mass’ to voice concerns and provide a gender perspective in the development of national policy and political processes. Halima also became the co-chair for the technical selection committee that carried out the vetting of candidates for Somalia’s Federal Parliament and its National Constitutional Assembly which were both nominated by the elders. Furthermore, Halima was also the Chair of the Technical Committee for the formation of the Central Region State and was a member of the High Level Task Force for Somalia’s New Deal Processes.

 


Hussein Abdi Adam , Commissioner

Hussein Abdi Adam received a Master’s in Education from Al Zaim and Al Azhari University in Khartoum Sudan and also holds a BA in Education from Mogadishu University.

Mr. Adam has worked in the humanitarian field on education projects and has also been a lecturer on education in Mogadishu University before he become the dean of academic affairs office at Kismayo University. Mr Hussein was an independent trainer and active member of civil society. He has also worked as Director General for Somalia’s Ministry of Interior and Ministry of Internal Security, as well as an adviser to the Minister of Internal Security. He also headed several projects and has served as a public official for the Police Advisory Committee Project.


Said Hashi Warsame, Commissioner


Mr. Warsame holds a Masters degree in Islamic banking and finance from Loughborough University, UK. He is also a qualified accountant and holds a fellowship from a leading UK accounting body. In addition, he is a member of Institute of Islamic Banking and Insurance (IIBI) and the UK Association of Accounting.

He has attended several master courses, seminars and workshops in both conventional and Islamic banking, corporate finance, accounts, risk management, leadership and management. Having previously studied at Beirut University’s Faculty of Law, he is a professional banker. He has also served and practiced in many countries including the UK, Saudi Arabia, Oman and Somalia. Internationally, his experience has included banking and holding senior positions in corporate companies and universities.

Prior to joining the Electoral Commission, he served Amal Bank as the Head of Finance and Investment.


Mohamed Dahir Mohammud, Commissioner

Mohamed Dahir Mohammud, studied education at the University of Somalia.

He worked in Djibouti as a project coordinator for UNESCO from 1994-2004 and was an MP for Somalia’s Transitional Government.

 

 

 


Abdirahman Osman Dirir, Commissioner

Abdirahman Osman Dirir holds a Bachelor’s in Accounting from Sidam University and comes from the Awdal region. He has held several high-ranking government posts.
He was a member of Parliament from 2002-2012 and was the Deputy Minister of Post and Telecommunications from 2006-2007.

In addition, he was the Deputy Minister of Rehabilitation and Settlement between 2004-2006. He also worked in the Ministry of Finance in 1991.

 

 


 

Khadija Ali Osable, Commissioner

For more than 30 years, Khadija Ali has worked both for the humanitarian and government sectors. She is a founding member and former executive director of SAACID, a non-governmental organisation and has also led other women’s and peace and human rights organisations.

Khadija Ali completed both a Masters’ degree and a PhD in conflict resolution and peace building studies at two American Universities (Eastern Mennonite University and George Mason University).

From 2000- 2002, Khadija was a member of Somalia’s Parliament and a Minister of State for the Transitional National Government and was also put in charge of reconciliation and peace-building issues. As a representative of the Transitional National Government, she liaised with the UN Security Council, UN organisations, IGAD, EU, COMESA and other regional and international organisations.

From 2011 to 2012, Khadija served as a senior presidential advisor for reconciliation and political outreach for Somalia’s Transitional Federal Government on issues related to reconciliation, political outreach, and was also involved in the planning of the National Reconciliation Plan.

Khadija has also worked as a mediator to find solutions to community and political conflicts and has frequently contributed to foreign policy initiatives. From January to June 2015, she worked as a Senior Adviser for Somalia’s Prime Minister on state building and reconciliation issues.


Eng. Mohamed Ahmed Nur

Eng. Mohamed Ahmed Nur is BSc holder, and has poround experience about 25 years in the field of humanitarian Aid and worked with civil society organisations and government institutions in different capacities, and have the ability to communicate and build excellence relationship at all level and fluent in several languages such as Arabic and English languages.

Eng. Mohamed Ahmed Nur has been worked with Saudi Italian General Company (SIGECO) as a head of contracting department in Kingdom of Saudi Arabia, worked with Miyir Development Organization as a project manager in Ethiopia, and also led (SOSCENSA) Somal Non State Actors Platform as Vice Chairman.

The Commissioner has worked with the Ministry of Energy and Water Resources of Somali Federal Republic as a Senior Energy Advisor.
