The NIEC has taken part in a series of important capacity building and engagement activities both in Somalia and abroad. In support of developing an elections law for 2020, the NIEC attended a May 2016 workshop that defined universally accepted electoral legal standards and how these can best be adapted to the Somali context. In addition, issues such as free access to the electoral process for candidates, voters and the media were also explored. Furthermore, participants learned about boundary delimitation and electoral systems.
Putting in place the building blocks to prepare for eventual elections is the immediate priority. The Commission has so far agreed on priorities for the remainder of the year and for 2016 and has approved an Action Plan for the next 15 months that will include the development of a budget to be submitted to Parliament and shared with international donor partners.
Somalia’s first draft of Lexicon of electoral terms was presented by three Somali language experts to the public on 24 May at the National Independent Electoral Commission’s (NIEC) Office, located at Villa Somalia, Mogadishu.. The project builds on an existing ‘UNDP Arabic-English-French Lexicon of Electoral Terminology’, and is jointly carried out by Somalia’s National Independent Electoral Commission and the Ministry of Interior and Federal Affairs (MOIFA).
